Jeff was born July 19, 1962, in Vandalia, the son of Ray Eugene and Shirley Jean (Brown) Hill. At a young age, Jeff was presented with the decision to join the Army or go to juvenile detention, Jeff chose the Army and enlisted. He was honorably discharged on December 20, 1982, after completing mechanics training and serving 1 year overseas.
Jeff would continue to work odd jobs and take care of his brother Toby; he and Toby shared a duplex home in Vandalia, allowing both men their privacy but allowing Jeff to keep a watchful eye on his brother. Jeff was employed by the City of Vandalia as a caretaker for the Vandalia City Cemetery; there he loved the quiet, being outside and the friendship of his coworkers.
He is greatly missed by his friends and coworkers who were like his family.
Jeff was preceded in death by his parents, and brother, Toby Hill and survived by sisters, Patty Tinker and Callie Tuttle.
